Loan ProgramThe Loan Program is able to provide variety of housing services with funding from Federal Community Development Block Grant (CDBG), HOME Program, Housing & Urban Development (HUD). City of Red Bluff contracted out a professional Loan Program management firm. These include the First-Time Homebuyer Program and Owner Occupied Rehabilitation Programs. These programs are financed by grants from the California Department of Housing and Community Development using federal HUD resources of Home and CDBG. Additional funding for these two programs comes from repayment of loans from past participants.
