Wastewater Treatment Plant

The Wastewater Division at the City of Red Bluff is responsible for treating all the wastewater collected in the city along with maintaining the infrastructure necessary to collect and transport sewage to the wastewater reclamation plant. The division is divided into two departments:

  1. Wastewater Reclamation Plant is now operated by Southwest Water
  2. Sewer Collections Maintenance department

WWRP: Staffing at the WWRP consists of a Senior Operator - Jerry Stephens, and three Treatment Plant Operators - Brian Deveraux and Bill Wilson. The treatment plant has a design capacity of 2,500,000 gallons per day and currently treats about 1,400,000 gallons per day in dry weather. Wet weather can cause flows to increase to over 3,000,000 gallons. The plant staff is responsible for maintaining and repairing all equipment, landscaping and general housekeeping in addition to making adjustments to plant operations. They also operate a certified laboratory on site to perform compliance monitoring along with testing water samples for the Water Department. All the operators at the WWRP must have certification from the State Water Resources Control Board. The WWRP underwent an expansion in 1998. Another expansion will probably be needed within the next 10 years to handle projected growth in the city and adjacent county areas.

Sewer Collections: The Collections staff consists of a Leadworker – Don Brown, and two Senior Maintenance Workers - Ron Purcell and Rick Adams, and one Maintenance Worker – Aaron Graham. The collections staff is responsible for maintenance and repair of over 60 miles of sewer and 14 sewage life stations. The staff participates in the voluntary certification program offered by the California Water Environment Association. The types of work performed consist of rodding and flushing sewer lines along with TV inspection of lines to locate areas that need repair or to precisely locate underground connections. Pump stations receive regular inspections.
